Only two entries in Ukraine put classical first. The tag is self-declared and inconsistent between countries, which is why the rail below is worth more as a way of wandering than as a filter.
Lux FM streams at 128 kbps, under Ukraine's median of 192 kbps. A lower rate is not automatically worse: speech carries perfectly well below the music threshold, and a station built for phones on a weak connection has a good reason to encode this way.
Lux FM publishes an HLS stream. That is a modern and perfectly good way to broadcast, and it is also why the button on this page may not start it: HLS needs a player that can read a playlist and fetch segments, which a browser audio tag does not do on its own.
The stream is served from streamvideo.luxnet.ua, an address one other entry in Ukraine uses as well. A small shared host is usually a group of stations under one owner or one technical provider rather than a platform.
Lux FM publishes at lux.fm. Worth a note because .fm is a country domain that stopped meaning its country a long time ago: it is Micronesia's, and it is used by radio stations everywhere for the obvious reason.
